It is legal to treat a victim of accident even you are not a doctor? That is a questioned i ask to myself every time I saw an accident because I want to help but I hesitate.

Basic and Advance First Aid with AED.

Our company conducted a basic and advance first aid training and I’m one of the lucky person they choose to train, the first aid training included the use of modern equipment such as, automated external defibrillator (AED) a portable device that checks the heart rhythm and can send an electric shock to the heart to restore a normal rhythm. This AED will tell you if a person has a heart beat already or you need to perform Cardio Pulmonary Resuscitation (CPR). Also, in our training they taught about why people hesitating o afraid to help the victim and legality.

Some reason why others are afraid to help a person.

Lock of knowledge in basic first aid, hesitation, shyness, timidness,
liability to give first aid, and thinking that they might be blame or to get involve if whatever happen to the victim.

A good Samaritan law.

Legality is not an issue according to our instructor, there is no person that go to jail by helping a victim or giving first aid. When you want to help someone or a victim of accident there is no reason to hesitate, we can do anything for example; assisting in traffic and crowd control. In other country they have, what they call a Good Samaritan Law, a law protect the people who give reasonable assistance to those who are injured or a victim of accident this law is intended to encourage bystanders not to hesitate to assist a victim for fearing they might sued. If you act in good faith why you afraid to help as long you do a reasonable acts.

What is the reasonable acts to help the victim, Conscious and Unconscious?

Check the surrounding there may be something that will endanger your life or the life of a victim.

If the person is conscious, ask him: “sir, sir, are you okey” with a tap on a person’s shoulder, when he answer state your identity.

Move the person only if the person’s life is endangered. Moving a victim is upon your discretion because if you move the person it might cause the person more serious injury.

If you have training in first aid and a person require first aid, ask permission before giving him first aid, if a child, ask the parent. Then, Start administering first aid, stop when EMS arrives then turn over to them.

If the person is unconscious check his breathing by putting your ear near to his mouth.

Check his pulse or heart beat by putting your two finger in his neck, according to my instructor, they do not use to check the pulse in the wrist because sometimes its fail.

Helping someone in needs is a duty of every one if you act in good faith why you afraid, you can do anything even a little thing is a big help to in needs, even you are no training in first aid, by calling 911 we can save the person’s life.

The celebration of all souls day or Halloween is coming on Nov 1 -2, many question arise when this celebration is coming especially those who are not catholic, other people are scared because together with this celebration some scary things like picture of evil man, dead people, a life size coffin, mask with horn and many more scary things coming out on display in public places. When i was a little boy, we’re in the middle of the rice field, i was afraid when the night of Nov 1 comes, because my mother say the ghost coming out, so, i stay at home, but until now i didn’t see any ghost.

There are many theory and story about the all saint day, all souls day and Halloween, although it is strongly belief that its a Christian celebration there is one thing on it, the way it celebrate is the same to the tradition and practice of pagan Celtic festival.

All Saints’ Day, also known as All Hallows’ Day, Hallowmas, Feast of All Saints, or Solemnity of All Saints, celebrated originally on May 13th, in commemoration of the saints, especially the martyrs, in the church. Later on, November 1st became the official date for the celebration of the Feast of All Saints in Rome by Pope Gregory III. and soon November 2nd was adopted as the Feast of All Souls for the whole Church but before the date of November 1st, or on the night of before, there is a Halloween party, others celebrate it early.

The feast celebrated by: Roman Catholic Church, the Anglican Communion, the Methodist Church, the Lutheran Church, and other Protestant churches. The Eastern Orthodox Church and associated Eastern Catholic churches celebrate it on the first Sunday after Pentecost. Oriental Orthodox churches of Chaldea and associated Eastern Catholic churches celebrate All Saints’ Day on the first Friday after Easter.

Back in history believe to be the origin of Halloween.

Halloween day. fell in the Celtic holiday of Samhain, (end of harvest season, beginning of winter season) which had a theme similar to the halloween festival today, a pagan Samhain festival by Celtic people, they celebrated Samhain (believe to be a Celtic lord of death) on the night of October 31st. the time of Celtic pagan sacrifice to November 1st, over 2,000 years ago in the place were Ireland now. Celtic people believe on the night before the new year, the boundary between the worlds of the living and the dead became blurred. They also believed that the dead could walk among the living at this time and the ghosts of the dead returned to the earth. The Celts wore ghoulish costumes so that, the wandering spirits would mistake them that they are one of them so the wandering spirit will leave them alone.

It’s a coincidence or the Christian really adopted the tradition and practice of paganism in Halloween celebration?

We saw it, some practice from pagan are also practiced by Christian as part of Halloween celebration that now become a holiday worldwide.

What the bible say about all saint, all souls day and Halloween? is this celebration mention in the bible?

There is no Halloween, all saint or all souls day in the bible, it is a traditional, pagan celebration adopted by catholic religion, a false belief about the dead and spirit. Bible say: There shall not be found among you anyone who burns his son or his daughter as an offering, anyone who practices divination or tells fortunes or interprets omens, or a sorcerer or a charmer or a medium or a necromancer or come who inquires of the dead, for whoever does these things is an abomination to the Lord. And because of these abominations the Lord your God is driving them out before you. God does not permit merging false religious practices with the worship of Him. So, the Lord warned, those who believe in Him. Therefore, come out from among unbelievers, and separate yourselves from them, says the LORD. Don’t touch their filthy things, and I will welcome you. (Deu. 18:10–12, 2cor. 6:17)

God also teach that dead are conscious of nothing at all. For the living know that they will die, but the dead know nothing; they have no further reward, and even their name is forgotten. (Ecc. 9:5)

There are also believe with this customs about the immortality of the soul, purgatory, and prayers for the dead. Bible say: For everyone belongs to me, the parent as well as the child both alike belong to me. The one who sins is the one who will die. (Ezekiel 18:4)

This not to offend the one who believe in this celebration its just facts and information were this celebration began. For those who has question why to celebrate the halloween, all saint or all souls day seek the truth. (John 8:32) Then you will know the truth, and the truth will set you free.

Whether its a coincidence or not in spirit world it’s a paganism. The Lord says, Do not start following pagan religious practices. Do not be in awe of signs that occur in the sky even though the nations hold them in awe. (Jer. 10:2, NET Bible)

If we barrow or apply for loan in the bank one requirement is a co-maker, what the porpose of this? once you fail to pay your loan, your co-maker is the one who pay for it, and if you are a co-maker of course you wont pay it because you are not the one who take a loan, other people doesn’t want to be a co-maker because of this, maybe they don’t want the bank to chase them if you fail to pay the loan or they didn’t trust you, this is the heart of men, greedy. but our Lord Jesus is not like that he didn’t say no when he send by God to be a surety for our salvation and save us from death.

Jesus Christ was and is the Surety our salvation Because of this oath, Jesus has become the guarantee of a better covenant. (Heb 7:22), those the Father gave Him to save he didn’t say no but he accept what the Fathers will, he said,

“For I have come down from heaven not to do my will but to do the will of him who sent me.” “And this is the will of him who sent me, that I shall lose none of all that he has given me, but raise them up at the last day”

God granted him authority…

“For you granted him authority over all people that he might give eternal life to all those you have given him. Now this is eternal life: that they may know you, the only true God, and Jesus Christ, whom you have sent.” (John 6:38-39; 17:2-3).

Though we were guilty of every sin, He took the full cost and risk of our sin and souls and paid the complete price for our pardon. we didn’t pay anything to God for our salvation, our Lord pay it. because he does not want that There is not the slightest chance that a single one will be lost and gave what we need.

“He who did not spare his own Son, but gave him up for us all how will he not also, along with him, graciously give us all things? Who will bring any charge against those whom God has chosen? It is God who justifies. Who is he that condemns? Christ Jesus, who died more than that, who was raised to life is at the right hand of God and is also interceding for us. Who shall separate us from the love of Christ? Shall trouble or hardship or persecution or famine or nakedness or danger or sword?” (Rom 8:32-35). So, no one, but ourselves, We are eluding from the call of God.

Like the other barrower who run from their obligation and let it to thier co-maker or surety, God didn’t want us to do that, He sent Jesus to pay for us, so that we have no reason to runaway from God.

Stop running away, He just waiting for you to return.

The Philippine Government launched a PUV (Public Utility Vehicle) Modernization Program, this could be a another achievement for Duterte administration to modernize the public transportation system in the Philippines.

Despite of what happened last Oct. 16-17, 2017. The two days transport rally against this PUV Modernization by Pinagkaisang Samahan ng mga Tsuper at Operator Nationwide (PISTON) the Government are still eager to enforce it on January 1. 2018 and the president say, that if he see the jeepney that is not registered, old, he will tow it infront of them.

The PUV modernization is the government’s long-planned program to make (jeepney, buses and puv vans) public utility vehicles safer, more convenient, more comfortable, and environment-friendly.

The new vehicles will be equipped with GPS and CCTVs to monitor both passengers and driver. It has a speed limiters and safety officers will be assigned. So, be aware racer. It has also a easier access for PWDs and those with limited mobility. Also, According to the modernization program, jeepney drivers should receive standard salaries as opposed to the widely practiced boundary system plus benefits.

With these changes, the new routes rules will be issue. Under these new rules, the local government units (LGU) are required to develop a local transport plan, including, traffic management measures, and a route plan based on existing networks and passenger demand, not like at present the PUV franchises work with route proposals from operators not from passenger. What is this? It’s the issuance of Omnibus Franchising Guidelines (OFG) to ease the old practice and better improvment. Today’s practice sometime cause traffic and inconvenient to the passenger, cost more money because other driver take cutting trip so you have to ride again to be able to reach your destination.

The questions is, what happen to the old jeepney, are they scrapt?

It’s not, according to the Department of transportation (DOTr) the old jeepney will be modernized to provide better service. The driver operator have a three-year transition period to bring the old vehicles to modernize with the government’s assistance, also to ensure that their vehicles will comply with international and local emission standards. In modernization it’s included the driver character from the Government training program.

The government will help the operators and drivers of public utility jeepney (PUJs) to purchase the new jeepney. Thus, The Department of Transportation (DOTr) Secretary Arthur Tugade, Land Transportation Franchising and Regulatory Board chairman (LTFRB) Martin Delgra III, Department of Finance Secretary Carlos Dominguez III and Land Bank of the Philippines President Alex Buenaventura signed a memorandum of understanding (MOU) last April 30. 2017. To fund the purchase of operators and drivers of modernized PUJs to replace old and dilapited units. Under the program, operators or drivers can loan e-jeepneys worth at least P1.4 million to P1.6 million with a 6-percent annual interest rate, a very generous, offers loan equity, longer pay period and low interest rates. The other drivers and operator support this Modernization program.

The dotr say this Modernization program is not anti-poor, during the signing of Memorandum of Understanding (MOU) with DBP, with the launching of DBP’s Support Alternative Driving Approaches (PASADA) Program.

The Development Bank of the Philippines (DBP) said that, the Developed DBP’s Support Alternative Driving Approaches (PASADA) Program will offer responsible and reasonable financing for transport corporation and cooperative to allow them to avail a new Passenger jeep.

Financial help for drivers and operator are on the way, the dotr continued looking for financial help to push this puv modernization.

Really, its hard for the beginning especially for the small operator and driver but it is time to modernize the country’s public transport system for the passengers, convenient and safe travel for the 21th Century, both driver/operator and passenger will benefit from this Modernization.

Soon, we will become, one, of the Countries who has the Best Public Transportation Systems.
